parking charges in hospital car parks should not be made to those people visiting patients in hospital or attending outpatient appointments.
if there is a problem with commuters using the hospital car park, this can be overcome in the same way that some supermarkets deal with this problem: the parking voucher can be validated when leaving the hospital building/department.
