It is in the general public’s best interest an investigation is carried out into the circumstances of the loss of life of people with a profound learning disability or autism who have died while admitted to secure hospitals or care homes over the last 40 yrs. Currently more than 2000 people are in assessment and treatment units with an average stay of more than 5 ½ years when they are supposed to be discharged within 18 months and their families do not have any right in deciding their treatment
