Council tenants have effectively been subsidized by the Taxpayer during their tenure. They are then given the right to purchase the property at a huge discount. Therefore it is only right and proper when they sell the property later at a huge profit, they should give something back by way of a windfall tax. Buy To Let owners have to pay CGT for example.
