Rejected petition local council's expences

checking who spends what in your local council, i here of manger's and councillors expenses not being challenged, I know of a council manger who makes £10,000 a year selling slaps and curbs he puts the cash in his pocket. That 10;000 that this country is not getting, MP's have been put in prison for less lets do the same to the councils or is there a different law for them?
