Petition Fine for parked car running over 1 minute and let people provide evidence of it.

My child have born recently I understood there is necessary to do something about unnecessary usage of fuel.
In average city I can't walk a few meters to not smell terrible diesel exhaust.
So
-no idling the car over 1 minute
-when asked to switch off and ignored video footage could bring a fee.

There is a new legislation about it but its completely useless to bring somebody to responsibility for this behaviour.
I really don't believe people stop speeding when they could avoid the fine being asked to slow down and obey the request.
Lots of cars make the same pollution(some of the gases) while idling when driving even they use much less fuel. I'm driver and i don't want to stop usage of fuels and cars but save the environment and the wallet when possible to make our place to live better
