Rejected petition Parent must display a badge to park in Parent and Child bays

As a parent I find it increasingly difficult to get a parent and child parking bay. These are regularly taken by people without children. There is nothing stopping this happening. I've seen parents verbally abused for standing up to people misusing the bays.

Like disabled badge holders I would like to see badges issued to parents / carers to be displayed in the windscreen of cars. Failure to display would then result in parking penalties
