Petition Stop the persecution of the homeless!!

There are many recorded examples of where council or private security officials have simply disposed of the bedding / sleeping bags of the homeless if they are left unattended.
We want to legislate that, similar to abandoned bikes, this can’t happen without due process to establish ownership first.
