After treatment the patient should be given a standard national feedback form so they can report quality of treatment.eg. food / waiting times etc
Form could also be submitted online via central health dept website.

Results can be published on hospital websites and used to set up league tables.

This has the big advantage that the hospitals don't have any opportunity to fiddle the statistics.
