Petition Stop people buying animals for Christmas then getting rid of them,

Anyone getting an animal should be made to have a licence, as well as the animal being chipped, 1,000 pound fine for anyone who decides to just dump there animal, or imprisonment. Also a 5,000 pound license for animal breaders and only 2 litters aloud. All puppy kittens to be chipped.
