In 2014-15, the UK Government plans to transfer £250 million pounds of its expenditure onto holders of the TV licence.

Since taxes almost certainly will not fall, this is nothing more than a stealth tax on the average citizen.

That £250 million will be used to fund the BBC World Service. The BBC World Service concerns itself with creating content for people outside of the UK, not for UK citizens.
