We should suspend all aid to countries where corrupt governments mis-use the aid, where mis-use is not dealt with by the receiving government, and where countries receiving the aid would not need it if they prioritised their budgets in the correct manner.
India as an example, would be able to feed their starving population if they were not financing a space program, a nuclear arms program, and made some attempt to stamp out institutional corruption.
