Create a Corps of Peace-keepers composed of a battalions of the following; infantry, military police, engineering, logistics, and medics, each composed of five companies allowing deployment in sync with army harmony guidelines. From the Humanitarian Emergency Response Review: “We need to place the creation of resilience at the heart of our approach both to longer-term development and to emergency response. This will require DFID to make humanitarian response apart of its core development work. We need to defend and strengthen the humanitarian space. This refers to the need for humanitarian workers to be granted access and protection as they seek to provide humanitarian assistance." We must make use of ex-servicemen who come with a wealth of skills and experience in working within conflict zones. The DfID budget is to grow to £8B per year just as Defence is expected to shrink to £32B per year, this is cost effective.
