We have a low borrowing rate in this country and we could use that to create and back up an Employment Loans Company that lends £2000 to job seekers and disabled people out of work who may be able to develop new skills or receive training. The system of paying back will be the one that is most feasible. Perhaps money comes back to the Employment Loans company by taking £5 a month out of the person's bank account or perhaps taking it out of earnings for approximately 4 years
