With housing shortages, and 1000's unable to get on the property ladder due to high prices and lack of mortgages, local councils should be encouraging self build by individuals within their local community.

Any scheme should rule out housing developers and those who already own property.

The cost of land provision (not owned by a local council) may need to be subsidised. This can be funded in a similar way to housing associations where the market value of the land is realised when a property is sold, or the subsidy is sold on.
