Petition Change Immigration Laws To Include Character And Employment References

I would like the government to use real consideration, personal judgement and character and employment references when deciding if someone should be allowed to stay in the country, not protocol and a handbook.
We shouldn't be judged on whether or not we are wanting to stay in the united kingdom, but why we want to.
