Closed stop private parking companies hold registered keeper for fines

a new government bill is to be introduced to hold registered keepers responsible for parking tickets issued by private parking companies.
now clamping is being outlawed this will open the gates for this companies to legally go to court with outrageous charges and have your car towed away by court officials.
at the moment only the driver at the time is liable. and if the owner did not know who was driving the private companies have no come back for their £160 parking tickets
