A pledge signed by an Honourable Member of Parliament is binding so breaking one must be a dishonourable act and said Member of Parliament should be forced to resign from the Commons.

And if breaking that pledge, for whatever reasons, leads to civil unrest then that Member of Parliament should be held liable to pay compensation.
