Petition raise inheritance tax

Inheritance tax shouild be given to the wife or husband but once they pass then the house and estate should then go to the country, this would then be fair as no one would feel the damage in their pocket directly, also as much debt has been taken in everyones name it would be fair for the state to take all spare funds and property on someones death, also why should people start with such a boost in life, they get a house and large estate while many get nothing other than cuts and debt? if every estate went to the country then all would be equal, this would seem very fair.
