Free loft insulation for all homes, after an assessment of how much insulation they need, even if they have partial insulation already. Up to the modern 300 mm standard, not the old 100mm standard, which some have already.

Free cavity wall insulation for all homes, not just over 70's

Starting with the oldest people/poorest first, then introduced to the other members of society, depending on demand and property value, cheapest properties first.

But must make sure that criminals from other countries don't get the benefit and start black-market trading the insulation to other countries for a profit, or saying that a house has been done / fraud etc.

Must have a registration system, where a speciifc house-holder has to ask for it, and their identity is checked and cross-referenced, just like a bank identity check.

Approved installers must be authorised and regulated as well.
