To enable the Police to breathalise the driver of ANY vehicle at ANY time without the requirement to have 'reasonable cause to believe' enabling them to set up fixed or rolling road blocks to carry out such tests and where a vehicle deliberately attempts to evade the block an instant seizure of the vehicle from wherever it is registered.
