Rejected petition Refund Student Loan overpayment above 9% when earning above the annual threshold

Student Loans have annual thresholds, you pay 9% on income earned above that. However if you achieve a bonus or become unemployed you may overpay. Refunds are available if you earn under the annual threshold but are not automatic and over the annual threshold SLC's policy is to refuse all refunds.
