Rejected petition Help Beekeepers by removing VAT on all Bee Keeping Equipment

The majority of Beekeepers are hobbyists and as such make very little if any money from what they do; the cost of equipment is expensive. Removing VAT would help tremendously in keeping costs down and make if more affordable to encourage more beekeepers.
Bees are in decline and without the support of beekeepers, the cost to humanity and the economy would be great.
Why was this petition rejected?
