Closed Restore Pedestrians Rights to use of Pavements.

Pedestrians are becoming marginalised.I propose that councils and police are legally obliged to ensure the following:

1)pavements are safe and in good structural order.

2)obstructions such as litter bins,wheelie bins,coffee shop tables and chairs on pavements are kept to a small minimum.

3)cyclists who cycle on pavements are ALWAYS given a spot fine or taken to court and police must ALWAYS act when they see the offence or a member of the public complains.
