manchester city council have the highest number of applications to the civil courts for anti-social behaviour orders, most of which are either dropped or dismissed, compared to any other council in the uk, yet their policing figures show year on year drop in anti social crimes, therefore we the undersigned wish to have a public inquery into how this is possible and if this is an effective use of the taxpayers money in this time of austerity
