The government should invite the top 5,000 high net worth individuals in the UK to invest in a new government fund (a tax break for those taking part) The fund should then be distributed to the best 1,000 growing small and medium size enterprises with potential to create jobs (science, manufacturing). This will encourage trickle-down economics and aid our best small businesses. Investor could also give up time to advise small businesses on best-practice. Those investors who do not wish take part should incur a tax penalty.
