Adopt legislation that makes it compulsory for fast food outlets that operate a drive-through to record the number plate details of the vehicles using the drive-through.
Print the number plate details (or a cross reference number linked to it) on all items of wrapping and packaging delivered with the food bought at the drive-trough.
Litter collected can then be linked to the vehicle that was used in the purchase and subsequent prosecution for littering will be that much easier.
