We need radical changes to national planning, energy and infrastructure / transport policies that will give sufficient weight to the carbon impact in respect of new developments, renewable energy and transport to ensure that we can be carbon neutral by 2025. This could include removal of barriers within planning policy for renewable energy; protection of existing forests; planting of new forests; subsidies for carbon neutral businesses ; and a requirement for carbon neutral vehicles.
