Divided Party easy tactical job result not as hoped = FIASCO

Lords Report 2009 Referendums UK:Balanced conclusion,significant drawbacks.Most appropriate on fundamental Constitutional issues. Emphasize good public information if to be deliberative.Concern at effectiveness of information.Commend use of independent body.

Current Parliamentary franchise totally wrong for referendum question as put eg including Irish or Commonwealth citizens while excluding EU citizens in UK or many British in EU.
