Complaints procedures for any company or organization is lengthy and often complicated, turning people away before the complaint has even been completed. There needs to be a more universal, simplified way of officially reporting complaints. With dedicated complaints teams who specialize in customer service dealing with all forms of complaints. Even official government bodies like ofcom can point you to another body, being pushed from one to another when you are providing free help to better the service isn't good service! We should demand better!
