Abusers of the 999 emergency call system (i.e. people phoning because they're out of toilet paper), should be automatically fined £1000. Repeat offenders should have their telephone lines disconnected for up to 6 months. This to be scaled from 1 month upwards depending on the number of repeat offences. Their ability to purchase and own a mobile phone should also be revoked during this period.
