License scrap metal dealers and order them to keep photographic evidence of the person selling the metals and their details, as well as photographic evidence of each load. Order railways, phone, cable, electicity and other services like local authorities to use smart water or equivalent method of marking products to provide solid proof of ownership. These "authorities" should also introduce systems to log any works done and scrap produced to avoid prosecuting innocent workers.
