Rejected petition Stop issuing Penalty Points for overspeeeding that is not more than five.

I observed that many people over speed innocently and unconsciously with two or three over the limit twice within one year, they got banned from driving because of the points. This is unfair and can be limited to fines as it is done in some other parts of Europe.
