All tenanted council housing should be checked every six month for condition and for general rubbish left on the property grounds. If a tenant is found to of damaged the property or disrgarded waste on the grounds thay should be evicted. I beleave the money saved in repairs and waste disposal that need to be carried out when a "bad tenants" house becomes vacant could be re invested in new property and modernising existing current council housing stock as this is a bigger issue then general pubic know about.
