Rejected petition Refuse to pay £15 extra for none payer's water bills

Why should I pay an average of £15 extra on my water bill to cover none payers when the water company can't cut off anybodys water supply.. This means they can't cut off my water supply if i pay my bill and don't pay that extra £15!
