Conscession to the smoke-free act to allow smoking rooms in hospitals, which would eliminate the phenomena of the smoke from patients standing outside gathering in an ever-thickening cloud, which then hovers 5 feet above ground in front of the entrance door, preventing access to visitors and out-patients.
