Rejected petition Widen the rules around recall petitions to ensure fair representation

Following the recent struggles with Jared O’Mara it seems fair and reasonable to widen the restrictions on recall to ensure other constituents don’t find themselves in a similar situation. Expectations around minimum attendance and change of party would ensure that this situation won’t happen again.
