Petition tighter controls on private parking companies

At present private parking companies that have access to dvla records have to be registered with the Bpa, this is NOT an independant body but a private company itself, that makes a profit from each of its members, ie the private parking companies, i feel that the government must act immediatly to have private parking companies regulated by a non profit making body that will not be influenced by how much money they can bank and bring fairness back to the british public.
