Rejected petition stop insurance companies from auto renewing policies and charging to cancel them

On several occasions, insurance policies have auto renewed without the policy holder being sufficiently informed. Once auto renewed, for more money, these companies then charge to cancel these policies. This is unfair on the end customer.
Why was this petition rejected?
