Rejected Ultra Low Emission Zone penalty unfair for driver unfamiliar with London traffic

Many road users who were unfamiliar with London traffic have received ULEZ PCN, since its launch in April 2019. The advertisements about ULEZ have been insufficient for drivers outside London. There are lack of pre-warning signs until the ULEZ border. The signs are small and can easily be missed.
