Benefits should be paid on to a (debit type) card which can only be used to buy the items the benefit is given for. The recipient can use the card to pay for any items or bills the benefit is paid to them for. The card will not allow the recipient to buy items that the benefit is not paid to them for, ie. Alcohol, cigarettes, etc...
