Closed Limit HGV drivers to lane 1 and 2 on 4 lane motorways

We have spent a lot of money in upgrading certain areas to 4 lane motorways. This investment becomes a joke when HGVs can clog lanes 1-3 overtaking each other and limiting cars to lane 4.

I propose that HGVs be limited to lanes 1-2 and leave lanes 3-4 for faster moving traffic. This would ease congestion and journey times for cars, whilst still catering for HGVs to overtake one another.
