Rejected petition Change the law for dog on dog attacks

My dog was attacked on our door step when we were leaving for a walk she lost a part of her ear received puncher wounds to her neck and required emergency surgery.
The dog warden Visited the owner but because I was not injured in the attack there was no investigation by the law.
