We the undersigned require the Government to legislate that all Foreign Aid be limited to theose countries that can meaningfully demonstrate the following. A commitment to self-help, a commitment to meet part of the requested funds from their own sources, a commitment to receiving practical assitance and not monetary gifts, a commitment to stop corruption and a commitment to reducing population counts where annual famines occur.
That such aid as may be granted be given directly to the people and not to the Government of the country, through a suitably qualified and appointed body.
