Petition fixed penalt fines

change amount of fixed penalty fine to 10% of the offenders weekly wage based on gross earnings declared for the previos tax year then someone on £300 per week would pay £30.00 and someone on £3000 per week would pay £300.00 this might stop high earners do what they like, if i only had to pay a 1 penny fine for using a mobile while driving, parking on yellow lines et cetera then there would be no deterent for me to respect the law, this is why the likes of overpaid footballers and their wives do what they like. This would bring in more money and make us all in it together.
