Petition Conflict of Interest within the Highways Agency

Currently the Highways Agency has responsibility for both the Surveying and the Maintenance of Britains highways.
It is directly because of this that the possibility of a Conflict of Interest aises.
I propose a Seperation of the two roles. Making the responsibility for Surveying independent from that of the Financial impositions related to resource deployment.
