Petition Keep Left Unless Overtaking on Motorways

In order to reduce traffic congestion, collisions caused by undertaking, improve driver ability & awareness and to keep drivers thinking as they cruise along the motorways; I believe there should be regular reminders for people to keep left unless overtaking.
This can be done by a combination of installing permanent signs as regular reminders and utilising the digital matrix signs (whilst they are not being used to tell you of phantom congestion, accidents that happened yesterday or encouraging you to use the toll roads).
So often you see traffic bunched up behind a car in the overtaking lane doing 61mph, as they try to overtake someone completely oblivious in the middle lane cruising along at 60mph.
