Rejected petition Put a stop to Goverment bringing in the proposed CSA fee's

I want to petition against the Goverment and stop the Proposal being bought forward for the CSA to be able to charge a fee for their services where by single parents will be charged a fee of up to £100 plus also they want to add on a commission style charge of 12% of any money they collect from a non paying parent.
If any charge is going to be bought forward surley it should be the non paying parent who gets billed for it, and not the single parent who is raisng their child !
I think the whole idea should not be proposed at all.
