Petition proposal to fix child benefit to the number of children you have at the point of applying

I would like the government to apply a rule that you cannot receive benefits for children born whilst out of work. if you have two children and apply for benefits, you should recieve support for them. if however you continue to have children whilst on benefit, the state should not pay. this would break the sad but very real lifestyle choice some make, of having many children with no intention of ever working, knowing the state will pay for them.
