Rejected petition make insurance companies use NCB on more than one vehicle

insurance companies will not accept any no claims bonus that have already been used on a vehicle
i think this is wrong as the policy holder is the one that earns the no claims bonus and not the car so i suggest that all insurance compainies are made to use all no claims bonuses that a person has earned on all his or her vehicles
