Rejected petition Drunken A&E Admissions

When someone is admitted to A&E department of a hospital so drunk they can't stand which is obviously self inflicted they should be charged for treatment as happens in places such as Corfu - So for example in Kabul in Corfu they charge £500 - surely this could be the case here
